The Foundation Judiciary Institutes Windward Islands in Dutch “Stichting Justitiële Inrichtingen Bovenwinden” takes care of the rehabilitation of persons in need of this and is responsible for protective care of minors in accordance with the Civil Code of the Netherlands Antilles.
In order to give the history of the Foundation Judiciary Institutes Windward Islands under which both the Rehabilitation as well as the Family Guardianship fall it is imperative to first touch on the pre history of the Foundation starting with the Rehabilitation.
Rehabilitation or “Reclassering”
It was in 1983 that Mr. Jaime Saleh in his capacity of Chief Justice of the Courts of the Netherlands Antilles established the Foundation Rehabilitation Windward Islands or “Stichting Reclassering Bovenwinden”.
Mr. Maxime Larmonie was appointed President of the Board and Mr. Gerard van Veen Probation Officer at the Foundation.
In 1990 there was a change, and this foundation because Foundation Rehabilitation Sint Maarten or “Stichting Reclassering Sint Maarten”, with the late Mr. Buddy Schotborg as President of the Board, and Mr. Van Veen still as Probation Officer.
After the late Buddy Schotborg our now Acting Judge Mr. Wilfred Manning became President of the Board.
Mr. Gerard van Veen was the Rehabilitation Officer from 1983 until 1993 when he left on pension.
Mr. Henry Ostiana then became the Probation Officer at the Foundation Rehabilitation Sint Maarten.
In 1998 the Foundation was enriched when the social worker Mrs. Ruthmila Milton-Gumbs joined the Reclassering.
In 2001 Mr. Ostiana resigned as Probation officer and the Probation office was kept alive by Social worker Ruthmila Milton-Gumbs.
Family Guardianship or “Gezinsvoogdij”
The Foundation Family Guardian Institute Windward Islands or “Stichting Gezinsvoogdij Instelling Bovenwinden was established in 1999 with Mrs. Mirea Ostian as President and Mrs. Meredith Concioncion as Coordinator.
In 2000 Mrs. Mirea Ostiana resigned and Mr. Soon became President.
In February of the year 2001 the then Minister of Justice revoked The Declaration of Willingness singed with The Family Guardian Institute Windward Islands.
Mrs. Meredith Concincion continued her duties as coordinator under the auspices of the Court of Guardianship.
The Federal Government subsidies, to both “Gezinsvoogdij” and “Reclassering” was suspended.
The Minister of Justice at the time then charged Mr. Sidney Sorton with the establishing of the new Foundation, “Stichting Justitiële Inrichtingen Bovenwinden” which would take care of both Reclassering and G.V.I. activities.
After sometime Mr. Sorton recruited 5 responsible board members who were willing to voluntarily dedicate time for the carrying out of duties of the S.J.I.B.
On July 4, 2002 the Foundation Judiciary Institutes Windward Islands was officially established with 5 board members being:

Due to age limit Mr. Gerard van Veen had to retire.
As a director for the Foundation was needed, Mr. Thomson was appointed Director and had to relinquish his position as President.
In June 2004 Mrs. Joy Arnell-Reiph was elected President of the S.J.I.B.
